REQUIRED USE OF UNIVERSITY TRAVEL
The State Travel Management Program (STMP) through the Texas
Building & Procurement
Commission (TBPC) http://tbpc.state.tx.us/communities/procurement/prog/stmp requires
state entities to use contracted travel agencies - this is
mandated under Senate Bill 1295. While institutions
of higher education are exempt from this ruling, we
do participate in the state travel program on a wider
scale - benefiting from contracted air, car and hotel
rates. Continuing to effectively work with the TBPC
is crucial to controlling costs system-wide. This includes
use of state-contracted airfares and accurate data
collection on travel volume and patterns.
To complement the TBPC program, UT System together
with the fifteen components, designed a travel program tailored
to our needs. UT System strongly encourages participation in this
program in order to use combined purchasing power and economies
of scale to control costs, maintain service levels, and offer innovative
travel tools to travelers and travel planners. It also allows us
to collect travel data (volume for airlines) system-wide providing
information needed for the TBPC to negotiate airfare rates and
for UT System to negotiate on an independent basis. Reservations
made outside the program, using the internet, do not count toward
System or State of Texas travel volume. |
